express or certified mail from outside the country should mail to the Austin Processing
Center.
Taxpayers submitting the foreign bank account form TDF 90-22.1, who do not wish to use the PO Box on
the form instructions(because they are submitting using DHL, or Fed Exp, or UPS overnight which cannot
deliver to PO Boxes) can use the following street address at their own risk since we have not been able to
verify it at this time:
